Who ships rebar, and when do they book?

On July 28 Commerce set final duties on rebar from Bulgaria, Egypt and Vietnam, with Vietnamese dumping margins above 128%. Those three shipped 357,666 tonnes in the reference year, roughly 16,000 flatbed loads at 24 tons each. That freight now starts at a US mill instead of a dock.

This quarter

Tight and getting tighter. Mill lead times on some long products are running six to eight months, and rebar prices are up sharply since January. The final duty determinations landed July 28 and the ITC injury vote follows within 45 days. Domestic mills are the only door left for the volume three countries used to cover.

Commodity opportunity

On July 28, 2026 the Commerce Department issued final affirmative determinations in the antidumping and countervailing duty investigations of steel concrete reinforcing bar from Bulgaria, Egypt and Vietnam. The final dumping margins are 53.27% for Bulgaria, 34.20% to 52.73% for Egypt and 128.53% to 136.57% for Vietnam, with countervailing rates of 23.27% on Egypt and 6.80% on Vietnam stacked on top.

In the reference year those three countries shipped 357,666 tonnes of rebar into the United States, worth about $211 million. At 24 tons to a legal flatbed load that is roughly 16,000 loads a year. Duties in the triple digits do not trim that volume, they move it.

Why it matters: imported rebar lands at a port and moves a short drayage leg to a fabricator. Domestic rebar leaves a mill in Seguin or Sedalia or Osceola and runs several hundred miles. Same tons, same tarps, completely different lane. The fabricators who were buying at the dock are re-sourcing to mills right now, and mill lead times of six to eight months mean the freight they book this quarter moves well into next year. The ITC injury vote closes the case within 45 days of the Commerce final, so the re-sourcing decision is being made now, not after the paperwork settles.

Nine of the 33 bar mills on Texas DOT's approved producer list, picked for spread rather than size.

Ask for the traffic or logistics manager at the mill, and the purchasing manager at the fabricator. Mills tender the outbound; fabricators tender the inbound when they buy on a mill-direct basis, which is most of the time. On federally funded work ask whether the job is under the Federal Domestic Materials Program, because that decides which mills are even eligible and it changes the sourcing conversation entirely.

Where it hauls

Rebar moves on two legs and they are not the same business. Mill to fabricator is the long haul: bundled bar out of a bar mill to a fab shop that cuts and bends it. Fabricator to jobsite is short, tightly scheduled and often runs on the fabricator's own trucks until it does not. To a fabricator the other side works better: "Where are you re-sourcing now that the duties are final?" Either way it shows you read the trade case, which almost nobody calling them has.

Qualifying questions

  • Is this mill to fabricator, or fabricator to jobsite? Two different businesses. Mill to fab is a several hundred mile haul on a standard flatbed. Fab to jobsite is short, scheduled to the pour, and the delivery window is the whole job. Ask which leg before you quote.
  • Bundled bar or coil, and what lengths? Straight bar commonly runs 20, 40 and 60 feet. Sixty foot bar overhangs a standard 48 or 53 foot flatbed and brings permits and flags with it. Get the length before you commit a trailer.
  • Is any of it epoxy coated? Black bar ships open and gets handled roughly. Epoxy coated bar chips if it is dragged or banded wrong, and the claim is the coating, not the steel. Confirm coating and whether they want it tarped.
  • Is the jobsite crane served? Rebar bundles are heavy and long, and a flatbed driver does not unload them. Confirm there is a crane or a forklift with the reach, and who is running it, or the truck sits.
  • Is this a federally funded job? If it is, the material has to satisfy the Federal Domestic Materials Program, which narrows the eligible mills and adds certification paperwork. It changes who can ship it, so ask early.
  • What is the gross weight and how is it secured? A legal flatbed load of bar runs around 24 tons. Bundled bar needs chains and edge protection, not straps alone. Confirm the weight and the securement expectation before the driver rolls.

When to call

Now, through the end of the fourth quarter. The duty rates are set, the ITC vote lands within 45 days of the July 28 determination, and mill order books for the first half of next year are being written against six to eight month lead times. A lane you get on this quarter is a lane you hold while the backlog runs.
